Nepal has signed two agreements with India , Implementation of Transmission Services Agreement (ITSA) and Power Sales Agreement (PSA) which will facilitate import of 150MW power from India for the next 25 years.
India will also export 100MW in the next six months but the additional electricity will not help to lower the daily power cuts this winter. India will also provide additional 150 MW next year.
Nepal Electricity Authority (NEA) and Power Trading Corporation (PTC) of India signed the agreement during the meeting of the bilateral Power Exchange Committee (PEC) in New Delhi. Both parties have decided to speed up the necessary reinforcement of transmission lines to supply power and a new transmission line will be constructed to speed up the import of power from India.
According to NEA, Nepal will import power at the average rate of IRS 3.5 to 4 this year. India will then raise the price of power from April 2012 to Rs 4.91 to 4.65. Although the Nepali government had requested immediate import, India expressed their inability to do so citing administrative procedures and maintenance of current existing transmission lines which will take at least six months to supply 100MW power as demanded by Nepal.
Indian officials also raised the issue of non-payment of electricity bills by Nepal. Nepal hasn’t paid IRS 190 million to the Indian State of Bihar for oil imports and owes billions to the Indian electricity and oil suppliers.
